How would Moltov have been important?

In the episode O.S.I Love You it's revealed that the OSI would basically recruit her as an OSI Agent, than she never shows up again.

Because of the shows cancelation there's a handful of characters who had their last appearance in season 5 and we can only really infer if they were ever supposed to return or not.

So, let's say the show wasn't cancelled. Would Moltov return and why?
