Job setting or professional setting

So here is the question why is it lady’s can ware some type of sandal or open toe shoe to a office or professional setting job but men can’t. I don’t consider lofers or hey dudes a sandal type shoe
Seems like the guy’s only ware them on days off or weekends when not working. Why is that?!
