High level players

What's the deal with players who are level 200-300+ who constantly kill me or destroy my missions?

I'm level 24 and just managed to become a bounty hunter but half the time someone who is atleast level 200+ comes and camps me until the timer is done or just straight up kills my bounty.

It's not even during missions either, they keep killing me while free roaming too.
