Is Ayre and the rest of the sentient coral the remnant consciousness of those who died in the fires of ibis?

Just a thought I had since Ayre says she is a rubiconian. If so is the coral a metaphor for heaven/hell? Are the C weapons using the souls of humans trapped in the coral as energy? Do we burn down heaven? I hope so because that’s heckn metal. Also seems pretty dark souls.
