Top of the verse question

Why do people put characters Luffy won’t fight as top 1 and 2 of the verse? It makes the most sense to me for the top 2 in the verse to be Luffys final 2 enemies. At the moment that seems to be Imu and Blackbeard. You can argue about feats but at this point most of the top tiers either have only a few feats like Shanks or none at all like Dragon.

It just doesn’t make sense to me how people have Shanks, Dragon or Mihawk as 1 or 2 alive when there’s no way Luffy is fighting them. Luffy will beat them and then be top 1 of all time, surpassing JoyBoy. Narratively that makes the most sense. What would be the point of someone Luffy isn’t fighting being 1 or 2?
