Power Optimizers

New here and have a question about power optimizers:

It is my understanding that Microinverters require some type of 60Hz input from the grid or another device (hybrid inverter) before they start to work.

Do power optimizers operate the same way?

What if the system just has a charge controller and a separate inverter (like a car inverter). Can power optimizers be used in a simple system like that?
