Street Ghosts

In season 1 Episode we see a guy with a steel beam through his chest and a old couple, both groups are dead and walking on the street.

What would thier boundary be? The block they died on? The city they died in? The last route they walked before they died.

Except it's unlikely the beam guy died in the middle of the road, so are street ghosts allowed to go wherever they want?
