Athletic lieutenants?

I am trying to fill my boat with naked people but I can’t seem to find recruitable athletes to join my crew. Very rarely there’s side quests where you can ask an athlete to join your crew but it seems like they never do.

Does anyone have any tips on where to find athletes I can recruit? They don’t need to be legendary lieutenants or anything.
