Should my brother do his undergrad from Nagpur or Mumbai?

Myquals... I have a younger brother who is going to pursue CFA but wants to do a BBA just for a degree, he is confused because he got to know that living expenses in mumbai is way too much, out of limits. And his second option is to his BBA from Nagpur which is his hometown.

My parents aren't approving, because they think he won't get that exposure and all that while being in Nagpur as compared to being in Mumbai. Even though I told them its just a BBA and won't do much in career even if it is done in Mumbai, and the saved money would give him good Laptop and accessories etc.
