Was the "Super" power Up Pointless?

What was the point of giving the Inner Senshi "Super" forms in SuperS? I was hoping that after Pegasus gave them this power up they would finally move back into the spot light (they been pushed to the background since the Sailor moon S) but it never happened.

Whenever the plot starts ramping up the Inners never get to do anything, did these Super forms make them more powerful than the Outer Senshi?
