How bad is Boltyn?

Hey everyone I am looking to make a second deck that is more for fun and Boltyn seems pretty cool and relitivly budget. However I have never seen anyone play him and I have heard he is bad. I want to know just how bad he is. I don't need him to top teir but I also don't want to play a deck that just gets demolished by any of the top decks as my local meta is pretty competative.

So what do you all think how bad is Boltyn?
