when is the quest heros available?

so ive finishes the heist and chose to sent his body to welles family and just did talking for time i think its called (the one with tatemura at the diner) but its still not appearing nor do ihave mama welles as a contact on my phone but the wiki said it should be available after talking for time

when does it become available?
