What's the deal with the Strange Man?

Like I know he is usually interpreted as either the devil, Death or some other highly powerful supreme being, but what is he doing during the cutscenes in RDR1? Is he testing John? Is he just fooling around? And what is the meaning of his hut in RDR2 (lore explanation, I know in reality it's probably just an easter egg)?
