Was Savage present when Sidious chose Maul as his apprentice?

Now I have seen the argument "Savage had higher potential than Darth Maul" on this sub several times (and I just don't think that's true) but it really made md wonder: Was Savage there when Sidious went to Dathomir to pick an apprentice? Because if yes, that would be more than sufficient prove that his potential did not rival that of Maul, if it did Sidious would have targeted him.

Are there any sources/answer to this question?
