Is this possible

Did a game and saw an iron eye with a halo scythe build with very very optimal relics, he was doing so much damage that I assumed his relics were exploited. I didn’t get a screenshot but I remember all of the benefits. I got the game when it first came out, beat it, and never touched it again. This is one of my first times play deep of night.
