Has anyone gotten it to work?

It says in the description it will grant an additional industry slot to a colony once it meets the 10 transplutonic demand.

Does anyone know if the colony that has the shunt actually has to be the one to produce all 10 of those transplutonics? Or will it still work if you have other colonies helping to supply the demand?

I read in a forum somewhere that it does not seem possible for a single colony to produce 10 transplutonics, so I'm curious if anyone has gotten it to work, and if so, how.
