Was Izzy supposed to come back in World Tour?

In Island and Action Izzy comes back later in the season after her original elimination. Though something that was always ode to me was that in World Tour she doesnt come back, even though it feels like she should. She wasn't even eliminated so it's even weirder that she didnt come back, it felt like she was supposed to come back after the Total Drama aftermath in which she went back to normal. So, was she supposed to come back? Maybe there was a rewrite? Do any of you have any idea?
