AI Fleets filled with Prometheus fuel tankers?

Just checking if anyone has noticed in their game that the AI fleets have waaaay too many prometheus fuel tankers? There is no way this fleet needs NINE! All of the large AI fleets are like this.

Is this a bug? I am running Nexelerin so maybe that's why?
