Question about Luigi

I'm new to smash and I've seen many videos about Luigi having some sort of instakill technique once he grabs you.

If so, why aren't their tonnes of luigi mains? Also watchied some teir list videos and people don't place him as number one.

If he's so op to instakill people, why isn't he like top tier number one main among players?
