[TOMT][MOVIE] Movie about censorship (some plot points are spoiled so be weary)

I am not sure what the name of this movie is. The one scene that I can clearly remember is towards the end, there is one person who is engulfed in papers, symbolizing bureaucracy in the world. Another scene, I believe is at the very end of the movie, where the main character sits in a chair tied down in the center of a nuclear smoke stack. I also believe the main character works for a company where he censors history or something of the like. I believe the movie was from the 80s or 90s but I cannot put a name to this movie. Any help is greatly appreciated.
