How strong was Sensui if he was healthy?

We've seen Sensui hover around the S class but was still easily dispatched by Raizen.

It was established that of the known characters Raizen was by far the strongest in his prime. But it's funny that we never even got to see Sensui in his prime.

If Sensui was healthy and allowed to continue at his pace. Could he have eventually rivaled the 2 weaker Kings and maybe even Raizen?
