Women's world - Part I. [Utopia, Fiction, SPH]

After the global population reached the 10 billion and we exhausted most of the resources of the planet people thought that some radical changes are necessary. As during the last decades the key leaders of the world were all men, people decided that maybe women should try and get things right leading the world. All key positions all around the globe have been assigned to women. But this resulted in some unexpected events.

As all the countries were led by powerful women, they decided to erase country borders and the leaders formed the Union of All Countries (UAC). Now this union is regulating the whole world, but aside from fighting global raw material shortages, the board of directors of the union – consisting of women only – decided to abuse their power and they slowly but steadily started to degrade men, as they misled the whole world for such a long time. Women became superior to men in more and more aspects day by day.

It was Sunday, 30 June, I was sitting at a sports bar watching football when breaking news aired, interrupting the game. The news announced that UAC Decree #87 will enter into force commencing the next day, 1 July. This decree was intended to completely humiliate men and take their last, remaining dignity.

1. This Decree is intended to prevent the consideration of male private parts as a symbol of dominance and providing more confidence in the female population about their superiority.

2. Men must not cover or hide their private parts including their phallus and testicles in any public place, or in any private area if at least one woman is present. This includes the ban of wearing items of clothing covering the aforementioned body parts.

3. Section 2. of this Decree does not apply to men performing law enforcement tasks. Instead they are mandated to wear a transparent plastic protection cup over their private parts during duty.

4. Women are allowed to discipline men by using force on their private parts if they are being disrespectful to other members of the public, engaging in violent acts, threatening public safety or openly breaking the law.

5. Men violating section 2. of this Decree shall be disciplined in five stages. Law enforcement officers and Discipline Officers must follow this Decree regarding the disciplinary actions, without right of judgment.

5.1 First offenders shall be warned and forced to comply with this Decree with immediate effect. The fact of offense shall be registered.

5.2 Second offenders shall be forced to comply with this Decree with immediate effect and receive ten cane strokes on their bare testicles, applied on spot by any law enforcement officers. The fact of offense shall be registered.

5.3 Third offenders shall be forced to comply with this Decree with immediate effect and receive a locked chastity device on their private parts for one month. At the time of removal of the chastity device offenders receive a hundred cane strokes on their bare testicles, applied publicly by a specially trained Discipline Officer. The fact of offense shall be registered.

5.4 Fourth offenders shall be forced to comply with this Decree with immediate effect and receive a locked chastity device on their private parts for six months. At the time of removal of the chastity device offenders receive a thousand cane strokes on their bare testicles, applied publicly by specially trained Discipline Officers. The fact of offense shall be registered.

5.5 Fifth offenders shall be forced to comply with this Decree with immediate effect and they shall be captivated. On the Monday of the upcoming week offenders shall be castrated publicly, by crushing both of their testicles. This disciplinary action shall be completed by a specially trained Discipline Officer.

As the news announced this decree, first I thought to myself that this must be a joke. I was in my mid-twenties, still young and rebellious, so I thought to myself that if this is legit, I totally wouldn't comply. I was thinking about this decree all way home that night. I was also concerned about this because of my physical endowment. I've always done some sports to remain fit and maintain my body, but also because to compensate. The size of my manhood was on the lower side of the average and also more a 'grower' than a 'shower'. This always caused some complexes in me, hence I wasn't comfortable being fully naked in front of other people, for example in locker rooms or public showers. I couldn't even use urinals, being afraid to be seen having a small cock, so I always used the conventional toilet in public places. This decree would be a nightmare for me.

I went to sleep as I had to work the next day. I was working as an intern at a company, which had its office in the other side of the city. I had to complete this internship of 6 months to get my university degree. When I woke up, in the morning rush I totally forgot about the last night's happenings. While I was on my way to the tram I saw some men without pants and underwear on. The decree came to my mind immediately. Maybe it is real. I was in a hurry, lost in my thoughts. I stopped immediately and turned around slowly, sawing two female law enforcement officers. The one repeated: 'Sir, you are in violation of UAC Decree #87! Please stand to the wall!' I did as instructed. 'Sir, I must warn you about the freshly applicable decree and make you comply with its second section immediately. Please stand still while we remove the prohibited items of clothing!' continued the lady officer. She raised a scissors, like the ones ambulance use to cut off your clothes and started cutting my short jeans. She cut them along both my legs on the side, making them fall on the ground. I was standing at the wall in a t-shirt, shoes and in my underpants. Passers-by curiously looked at what is happening. For my utter horror the lady officer started to cut the side of the legs of my boxer pants, too, making them fall to the ground. I was standing half naked on the street in front of two female officers. Worst, my lower half was naked. I was blushing with shame. Pedestrians kept trying to take a peek. 'Sir, you are officially warned to comply with UAC Decree #87 as you must not cover or hide your private parts including your phallus and testicles in any public place, or in any private area if at least one woman is present. This includes the ban of wearing items of clothing covering the aforementioned body parts. Please proceed with your daily routine!' said the officer, while the other one took my ruined jeans and underpants.

They left me there standing half naked on the street, while I was in shock. After a few minutes I got myself together and headed towards the tram I have to take. I saw more and more men incompletely dressed, in all sizes and shapes, making me feel less uncomfortable. I fastened my pace to get into the office as fast as I can. I took the tram and again I saw half naked men, while fully clothed women were taking assessing looks. All seats were taken, so I stood next to a young lady sitting at the window. I tried my best to hide my naked privates, but as they were at eye level for her, she had an unobstructed view. She turned toward my cock, took a good look and smiled, then she looked up at me and asked mockingly 'Is this cold outside?' gesturing with her head towards my manhood.
